The ValERI standard and its significance for companies
The term ValERI is repeatedly used in current laws and regulations, such as the Energy Efficiency Act, the Carbon Leakage Ordinance and the EnSimiMaV, but what does it actually mean?
The term stands for Valuation of Energy Related Investments. It is a European standard that serves as the basis for the valuation of energy-related investments.
One of the main drivers of the ValERI standard is the Energy Efficiency Act (EnEfG). Put simply, companies that have consumed more than 2.5 gigawatt hours of energy on average in the last three years are obliged under Section 9 EnEfG to draw up and publish specific plans on how they will implement the savings measures identified from energy audits and energy management or environmental management systems. This obligation only applies to "economic" measures.
But when is a measure considered cost-effective?
One of the most important requirements of the EnEfG in this context is the cost-effectiveness assessment in accordance with the ValERI standard (DIN EN 17463). This creates standards for the evaluation of energy-related investments or efficiency measures in order to be able to derive measures and their useful life on the basis of net present value calculations. According to the EnEfG, a measure is considered cost-effective if it has a positive net present value in accordance with the ValERI standard after a maximum of 50% of its useful life.
Currently, numerous efficiency measures are often not implemented in energy-intensive companies, even though they would be economically viable. Legislation is therefore increasingly stipulating how to deal with economic measures. The ValERI standard standardizes the economic efficiency assessment and thus creates comparability. The calculation of net present values also enables companies to assess the long-term effects of investments in energy efficiency measures and thus to make strategic decisions.
